Morocco has signed a Twinning Agreement With EU To Bring Environmental Protection to Highest Standards. After being ranked second worldwide by the 2018 Climate Change Performance Index Report, Morocco has become a global focal point. The kingdom has become recognized for its commitment to fight climate change and as a result, the European Union has announced a twinning agreement with Morocco.
Signed into action on January 28, 2020, between the Moroccan government and US Delegation, the project is entitled “Support for the Implementation of the National Charter for the Environment and Sustainable Development in Morocco (CNEED). The agreement ensures that Morocco will receive support in achieving it’s sustainable development goals. These include upgrading the legal structure for the kingdom’s environmental protection so it more closely matches Europe’s.
Prior to the Twinning Agreement, Morocco already achieved some success in improving its legal and regulatory framework. For the past few years, they have introduced financial and economic tools that help them measure their environmental progress.
During February 2020, the implementation of a series of measures including the upgrading of the Environmental Strategy (MANE), the National Human Development Initiative (INDH), and the framework law 92-12 on the National Charter for the Environment and Sustainable Development will take place.
The Twinning Act originated during a work seminar between several Moroccan leaders including Aziz Rebbah, the Ambassador to Morocco, Minister for Energy, Mines and the Environment; Austrian Ambassador to Morocco, Klaus Kögeler; and the Head of Mission of the French Embassy in Morocco, Raphaël Martin de Lagard
